Engineering Design and Project Management of Marine Facilities for an Oil Storage Terminal

Requirements

We were appointed by Vopak Yang Pu to provide consultancy services on all matters relating to the marine facilities for the development of a storage terminal in Hainan. 

Solutions

The scope of Work included the review of the following:

• Berthing Analysis and Breasting Dolphin Structure (fender design);
• Mooring Analysis and Mooring Dolphin Structure (Mooring Equipment Design);
• Approach Trestle Bridge – Various sections including expansion loop, check loadings, pile loads and basic 2-D structural analysis checks or 3-D structural analysis checks;
• Platform – Pile Analysis, 2D analysis checks layout of wharf – check loadings, pile loads and 2-D structural analysis of typical beam bent, pile cap and slabs etc;
• Catwalks and abutment – structural loading, environmental loading and foundation loads; structural analysis checks;
• Breakwater and coastal works if applicable – review of geotechnical aspects, slope stability and slope protection.

Additionally, we were advised on the tender package which included:

• Advice on construction contract strategy and prepare tendering package including technical specifications as required;
• Assist in the review of tender document for construction as prepared by local design institute;
• Assist in prequalification of contractors;
• Prepare tender evaluation criteria and evaluate tenderers based on technical as well as commercial considerations;
• Select and shortlisted tenderer for consideration, recommended contractor on basis of merit;
• Assist with selection of inspection company.
