BMT secures place on UK Government’s Digital Outcomes and Specialists 7 Framework

4 March 2026

Today we announce our appointment to the UK Government’s Digital Outcomes and Specialists 7 (DOS 7) framework - achieving positions on Lot 1 (Digital Outcomes), Lot 2 (Digital Capability and Delivery Partners), and Lot 3 (Digital Specialists)

Managed by the Crown Commercial Service (CCS), the inclusion strengthens our position as a trusted provider of digital consultancy and technical expertise across the public sector. It enables streamlined access to the full suite of digital transformation, systems engineering, cyber security capabilities, as well as specialist digital roles for government departments and agencies.

Through the DOS 7 appointments, buyers will be able to access a full spectrum of digital delivery models. This includes commissioning us to deliver specific, outcome based digital projects.

  • Under Lot 1 (Digital Outcomes), ensuring services are built in line with agile methodologies and government digital standards.
  • Under Lot 2 (Digital Capability and Delivery Partners), organisations can engage BMT to support long term transformation programmes, strengthen in-house digital capability and provide strategic delivery support where needed.
  • Meanwhile, Lot 3 (Digital Specialists) enables buyers to procure individual experts with highly targeted digital skills, allowing BMT to augment existing teams with specialist roles that enhance defined projects, services and transformation initiatives.

Combined with our established business transformation and change experience, these capabilities will help departments design, deliver and embed complex digital change more efficiently and with greater confidence.

“Securing places on Lots 1, 2 and 3 of DOS 7 continues our track record across previous iterations of the framework,” said Christian Ellis, Head of Government & Security Consultancy Programme. “It ensures our multidisciplinary teams remain embedded where they are most needed - improving digital capability, accelerating delivery and ensuring government programmes realise their full potential.”

“BMT’s appointment to DOS 7 demonstrates the confidence government places in our ability to deliver complex, mission-critical digital outcomes,” added Alan Hodgson, Senior Business Development Manager, Government & Security. “We are proud to continue supporting the UK public sector with the innovative thinking, technical depth and disciplined delivery needed to tackle today’s most demanding challenges.”

Building on a Proven Public Sector Track Record

Building on our established track record as a supplier on Crown Commercial Service’s (CCS) MCF4 Management Consultancy Framework and G‑Cloud 14, the appointment to DOS 7 further reflects our position as a trusted consulting and digital delivery partner across government. The recognition aligns with our repeated inclusion in the Financial Times UK’s Leading Management Consultants list — for the second consecutive year in Aerospace & Defence and, for the first time this year, in Construction & Infrastructure.

The award also reinforces our long-standing commitment to public sector excellence — a commitment evidenced by the Forbes World’s Best Management Consulting Firms 2025 listing, being shortlisted in multiple MCA Awards, and a proven track record delivering business transformation services for defence and security customers. These achievements reflect our dedication to helping government organisations enhance resilience, strengthen critical infrastructure, and improve services for citizens and societies through the application of leading-edge technologies and human-centred design.

Adding to 40 Years of Mission Critical Government Support

With more than 40 years of heritage delivering mission critical solutions for UK government departments — from naval programmes to complex systems integration — DOS 7 expands BMT’s proven capabilities in defence and security into broader public sector digital challenges.

This heritage includes support to the Home Office’s Border Force, where we have contributed to business transformation and operational change programmes that reinforce border and maritime security, work with the Metropolitan Police Service, supporting complex change and digital modernisation initiatives intended to enhance operational efficiency and public engagement, and a role on high-value programmes such as the Royal Navy’s Fleet Solid Support initiative, helping to deliver highly capable, future‑ready platforms

Together with the recent growth and strong pipeline in defence and security consulting, these programmes underline our ability to scale its expertise to help government partners navigate increasingly complex digital, operational and resilience demands.

Crown Commercial Service supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2023/24, CCS helped the public sector to achieve commercial benefits equal to £4.9 billion - supporting world-class public services that offer best value for taxpayers.
