The global shipbuilding industry faces several challenges, notably excess supply and capacity, which pressurises the industry's economic viability in some parts of the world.  

Shipyards and boat builders in Europe and North America were severely affected by the 2008 global financial crisis.  More recently, the war in Ukraine and the disruption to the supply chain due to the Covid-19 pandemic have resulted in low levels of new orders.

Persistent worldwide overcapacity may encourage governments to support through subsidies and other measures and spur different market-distorting practices.  While this may create major structural problems in delivery, these potential market distortions can be addressed through close cooperation and the active involvement of industry.
