System Assurance for Hong Kong West Island Line Station Escalators & Moving Walkways

The West Island Line (WIL) extends Hong Kong MTR's existing Island Line metro service, adding three new stations and approximately 3.3km of underground route length. The project upholds high industrial standards of constructing the escalators and moving walkways systems.

The Requirement

The West Island Line (WIL) extends Hong Kong MTR’s existing Island Line metro service adding three new stations and approximately 3.3km of underground route length. The project upholds high industrial standard of the escalators and moving walkways systems, with 1,800 hours of Reliability (MTBF), 99.5% of Availability and within one hour of Maintainability (MTTR).

Our Approach

BMT was appointed to conduct a series of system safety activities to identify and analyse related hazards, suggest safeguards for mitigation and monitor the progress of the mitigation throughout the project.  BMT also identified equipment with high safety implications and calculated the system lifecycle for better maintenance and risk mitigation.

Our work was applied to the project’s various phases, including design, manufacturing & procurement, testing and commissioning (T&C), trial running and deflect liability period (DLP), and with respect to the project’s specification requirements.

Outcomes and Benefits

BMT’s experienced team provided the following deliverables to the customer:

  • Potential operability hazards were identified, logged and managed;

  • Mitigation measures were recommended for the design and construction works and all identified issues were addressed and managed through a high quality Hazard Log management system;

  • Project risk and safety compliance to code of practice, regulatory guidelines, and international standards was assessed and monitored.

  • Safety Critical Items were identified;

  • Reliability, Availability Maintainability and Safety of systems were analysed and calculations made to demonstrate they meet the targets.
